we have the same problem, but we doesn’t think its mather;)
you most likely have live pto(pto that runs very slowly when off) perhaps read your owners manual if you have it and see what its got.
Have a john deere 2130 and have a problem. Pto wont shut off. Whent the lever is in the out position the pto rotates very slowly and with little power. Pto works fine in the in position. I am just wondering does the pto brake need adjustment of do I have the 2130 model with the continuously running pto.
